First Timothy presents the clearest and most comprehensive guidelines in the Scriptures for church leadership and operation.
Near the end of his ministry, the apostle Paul was rightfully concerned for the young pastors who would be his successors. So he wrote this epistle to Timothy, pastor of the church in Ephesus, to lay framework for practical issues such as proper conduct during church gatherings, qualifications for leadership, and appropriate order and discipline. Paul’s goal was to equip these pastors to understand, shepherd, and protect the local assemblies under their leadership.
